25mm fire hose reel shut off valve - ball valve style. Also known as 1 inch threaded interlock valves for fire hose reels.

This is the part that connects to the water main, and not only charges the fire hose with water, but releases the hose nozzle, thus forcing the user to turn on the water before rushing to the fire.
